Earl P. Tongol is a trainer and consultant specializing in productivity, quality improvement, and organizational performance for government and private sector organizations. He is a Certified Productivity Specialist, ISO 9001:2015 Lead Auditor, Certified International Professional Training Consultant, and Lean Six Sigma Yellow Belt.

He is the former Municipal Administrator of the Local Government Unit of Santa Rita, Pampanga and previously served as a Division Chief and strategy management practitioner for the City Government of San Fernando, Pampanga. He also served as a resource person and technical consultant for various national and local government agencies, government-owned and controlled corporations, state universities and colleges, and other public institutions in their quality management and ISO certification initiatives during his tenure with the Development Academy of the Philippines.

At present, he provides quality improvement and management consultancy to government agencies, private companies, and non-government organizations nationwide. His areas of expertise include ISO 9001, strategy management, Balanced Scorecard, productivity improvement, and training management. He holds a Bachelor of Science degree from the University of Santo Tomas and a Master in Business Administration from the Ateneo Graduate School of Business. He is currently completing his doctoral studies in Business Management at Holy Angel University. He was also recognized as an Outstanding Fernandino in Youth Service in 2022 and as an Outstanding Alumni of Science by the University of Santo Tomas in 2023. He is an active member of the Philippine Society for Quality.
